3. The Chinese Government are aware of Britain's

inability to lend any financial or other material

assistance to China at this time. They will, however, probably seek to enlist, through the Delegation, the sympathy and support of His Majesty's Government in the international sphere, e.g. in such mattors as disputes with the Soviet Union, The Delegation should be non-

committal in the face of any such approaches.

The Delegation are unlikely to have much

contact with the Chinese Communists or to be able to

visit Communist controlled territory (the Chinese

Government will see to that), but Communist

representatives may try to get in touch with the

Delegation with a view to enlisting the latter's

sympathy and support in the Communists' quarrel with

the Central Government. His Majesty's Government's

attitude towards this dispute is indicated below

(section 2).
